Reducing a ticket and/or jail time is direct reflection of someone talking themselves out of charges or explaining why you should remove a charge.  You can have a great story or impeccable role-play, but that does not mean that you actually explain your charges in a way that would mean you shouldn't be charged or should be pardoned.  What you consider good role-play and what someone else consider good role-play are also considerably different. I've listened to people talk for 35 minutes, tell a long drawn out, and  somewhat funny or entertaining story, but literally explain nothing and listen to people talk for 5 minutes, get right to the point, and explain everything.  Guess who got a reduction? Its not about the amount bullshit your spewing, its the content of the bullshit.
 
Fact is people think that if they say anything at all they deserve to get little to no ticket at all and that just isn't how it works, if your record is 10+ murders, you're getting some sort of ticket unless you run into on of those cops that just doesn't give a shit.

If gear where basically free and funds did not transfer from cop to civ there would be no need to pay officers outside of their basic paychecks and a small bonus for supplies. You might be able to actually facilitate better role play if there was no monetary reward at all, or people will abuse the shit out of it and pardon everyone because who cares. 
But honestly, the server is just too shit lordy and not serious enough to have any real discussion on changes that revolve around people actually having to role play.

You cant pay people for pardons.  Want to talk about abuse, implement that.  Honestly with jail time being 6 minutes people should be forced to be sent to jail. it honestly makes no sense to me whatsoever why someone with a huge bounty would get butt hurt they have to go to jail because their bullshit story isn't believed because they got arrested robbing something or killing someone.  You basically go unpunished for doing crime, this is the only server I am aware of that does not jail AND fine you.  Every other server I played on even if you went to jail punished you with some sort of fine as well. 
 
Im so sick of this sorry ass RP argument, no one fucking RPs until you get arrested.  We all run around murder everyone with "hands up or die" or "pull over or die" or "land or die" with 0 effort towards RP, then its fail RP when a cop doesn't believe your fancy ass version of self defense.  Then the higher ups in the APD use the sorry ass excuse "they're whitelisted they should RP better", meanwhile the same criminal being a piece of shit is also whitelisted, hes just not on cop so its ok to fail at RP...

Cops down restrain then leave u somewhere and go finish fighting. SO ur left in restraints  for 30+ min since they keep going to fight instead of taking u to HQ to process.

You want to play cops and robbers but not actually be punished by being the robber... Going to jail is an inevitability in this game mode, its not a preconceived notion of how I want to play the game, it is the fucking game. 
The current mechanic is fun, you're a shit head and go to jail for 6 minutes. What more could you ask for?

Suffer?  Bro, you committing crimes and going to jail is what happens in a cops and robbers game, if you don't want the ramifications for said actions there are wasteland servers and KOTH servers.  Max jail times are like 15 minutes with plates...  I love how cops are dicks for not reducing tickets, but criminals are perfectly fine for being dicks, I know I'm an asshole, and that's because I'm ok with going to jail for 15 minutes.
