  1. Sorry to hear about the state of the servers, but I'm glad you have good memories of Officer Olivia.  : )

Part of me misses Asylum, but nostalgia has a way of rose tinting those memories.  On top of that, I hear the servers have been worse off so I'm tempted to not come back and just keep my amazing memories (and ~2TB of videos lmao) as they are.

You can drag the actual gyazo image to the asylum text box and it works all the same

This works for me on Firefox and Chrome.  I open the gyazo in a separate window, click the gyazo itself (not the URL or window) and drag into the text box.

Actually just tried it on my Ubuntu machine and it didnt work lol, but I think that's because I'm using i3-wm.  Oh well

I'll ask this then to clear it up for anyone searching for it, since I've heard multiple things. And since the last time this was asked I think we were on the old fourms so I'll put it on here again. The old captains might have felt differently about it.

Are we allowed to shoot TIRES / TYRES without initiation?

And I'll go a few steps further. How about helicopters that are landed engines / tail rotors?

    Fuel tanks?

Initiation is almost always an admin issue not an APD issue, however I have heard from admins that you are allowed to shoot only the tires (i.e. not the occupants of the vehicle) without initiation (see Olio's comment here and Sneaky's here.)  I have not heard if the Captains feels differently about that rule (though they could, in theory, impose further rules about initiation for cops only.)

I'm going to refrain from making any calls about helicopters since it is a grey area and since it treads on admin/initiation territory.  (If the heli is landed, is disabling the heli really the only way you can apprehend your suspects?  What if it starts to take off as you're shooting, are you then endangering the pilot's life without initiation?  Etc.)  I do know that if anyone dies, it would be RDM (see here) but your question might be better asked in the Asylum Rules FAQ.

However, do consider that as whitelisted members, we are held to higher standards.  Even though you might be able to get away with skirting the edges of the rules, it's usually better to set a good example and go the extra mile to initiate, even if you lower your chance of surviving that situation.

From the Guidebook: "Remember: it is always better for one criminal to get away than for officers to overstep their bounds and violate the rights of the citizens of Altis."

  4. Nice work, you did a really good job.

However I think you're forgetting the 4-Five pistol (LT+ only, lethal only) and SPAR-17 [Black] (LT+ only).  And iirc the LIM 5.56 LMG (requires arms dealer?) and RPG-7 Launcher (you had RPG-7, I just missed it) are for sale at rebel too.

  5. The officer is allowed to search you since the guidebook says "Cocaine processing – Range: In a 300m radius around the processor" regarding probable cause.

The policy used to say that the civilian had to be in the immediate area around the processor (roughly less than a block) to gain probable cause.  But yes, in your situation, "common sense" would dictate that searching you would be wrong and would be a dick move.

I spent my first 3 months as Cadet in Kavala- oops

So did I.  That also coincided with the brief period where it was an online 20 question exam to get Constable (instead of a ridealong) resulted in me knowing jack-shit when I got Constable.  Seriously it was bad.  I didn't know how to seize things from vehicles.  I couldn't have told you the difference between an MK and a PDW.  Couldn't have told you where Ephedra field was.  I wouldn't wish that on any officer.

Became a cadet recently and honestly 9/10 people who get arrested are shit at rp and just yell at you. Playing a cop alot of the time is litteral cancer when you have every civ and their friends shouting at you about random crap. Also everyone feels their time is more important than the guy we are processing and get in our way to complain about their issues or just shout at us while we are in the middle of a gunfight about how they want a pardon right this instant for a hit and run when we are clearly busy. Civs dont make cops jobs any easier.

And server 3 is probally one of the most toxic servers on the civilian side with all the kavela gangs and mass rdm and such that goes on there. And most cops i know treat that place like its taboo.

Sometimes I wish we could prohibit Cadets from going to Kavala.  I think it would massively improve their knowledge and abilities as a cop.  They'd actually have time to ask questions/learn and they'd have a better experience all around.  But unfortunately this is a game and we can't force people to play a certain way (not to that extent.)  The only things you'll learn in Kavala on 3 are life lessons about how people act on the internet.

At the present time, cops can revoke it if one has 3 or more counts of hit and run or has been involved in a very long police chase.

@Olivia, could you please confirm some of the current APD info posted on this topic and comments? I'm not 100% sure about them, and the new guidebook doesn't provide info about revoking a driver's license.

I was just about to say, where in the GB does it say you can revoke their driver's license for 3 hit and runs?  ; )  I don't remember exactly when that was removed but it was a while ago.  Typically I would say always go by what's in the GB, but I know the GB was trimmed so that officer's can have more freedom.  Therefore, seize their driver's license when you think it's right.  2nd count of reckless driving?  Sure, seize it, seems like what a real officer would do.  Suspect is RP'ing as driving drunk?  Sure, seize it.  And so on.  Common sense.

As for your idea, I like it.  Seems like a cool way to add in RP and a fun sort of "mini-game."  However, I imagine the coding could get difficult and could have lots of room for bugs for a feature that I'm not sure would be used that often.  I seize driver's licenses very infrequently (maybe that's just me?) but I do like your creativity and how much thought you put into it.

  9. It's 4 stackables, but 5 if you count the "bonus" stackable charge: Attempted Manslaughter (if they escape custody and go on another crime spree)

On topic, the 10 codes have been suggested multiple times.  It's a cool idea but unless everybody has them completely memorized, you'll add more confusion.

"Hey I got a 10-98 here."    "What's a 10-98?"   "10-98 is murderous clown off his meds."    "Oh okay, be right over."

If you just say what you mean you'll cut that convo in half and save everyone time.  I've heard some police departments IRL are even thinking of getting rid of the 10 codes because of the unnecessary complications they add.

  10. Possibly controversial opinion incoming.  I think that removing rules from the GB in order to make cop more lax and easy to play has been a very destructive decision for our force.

It all originated because Paratus decided to play as cop once and was overwhelmed by the number of rules and felt he couldn't keep track of them all.  Well of course that would happen, he's not involved in the APD at all.  We shouldn't calibrate the APD for a quasi-absent dev who plays cop twice a year.

If the APD rules were more strict, then the bad cops will get weeded out more easily.  Players that tend to spend 98% of their time on rebel will have a harder time switching over to cop without more rigorously keeping up to date with the rules.  The cops that are immature, vindictive, ignorant, or who abuse civilian rights, hold grudges, don't know the rules, and act unprofessional will get removed.

Sure, setting the bar high might scare off or remove some officers, but I know that there are cops here that care, that deserve respect and that would work hard regardless.  We might filter out a lot of officers, but I know that what we would be left with... is a really damn good batch of officers.

@Olivia is Skip Tracer now an Ilegal area, thought it was only a red zone. No info about it in the wiki ...

    742465b5343b8d3a8fe7edb104c6cb60.png

According to the GB, it's an illegal area but doesn't give probable cause when civilian's are found there, therefore it might be best to consider it just a "red zone" even though that term is vague and not well defined.  Though do note that the GB doesn't say that any of the illegal areas or red zones shouldn't be marked.

(I'm personally not a fan of making the admin rules for illegal areas the same as the APD's definition of an illegal area, but I'm working off of what the wiki tells me.)

Maybe as a bit of a revive,

Can I get an official word on if as UC you can initiate saying "Hands up or die/Hands up or be downed" without saying APD in order to maintain cover.

As undercover you do not need to reveal yourself as an officer when apprehending suspects.  (Though obviously you will have to tell them at some point that you're a cop.)  Just try to be considerate in these cases.  Try to understand that maybe the civilian wouldn't have evaded or shot at you if they had known you were an officer.

If you are kidnapped and blindfolded and either they take your cuffs off or they fall off can you send a 911 text to other officers to inform them of your location or is it not allowed because you are blindfolded

The GB says "If you have been taken hostage and your kidnappers have placed a bucket or blindfold over your head, you and all other officers are not allowed to communicate or act on any information regarding your location."

As you should all know, due to game mechanics you can't (or shouldn't be able to) text while restrained and it's usually uncommon that kidnappers will have you blindfolded but not restrained.  If you are blindfolded and unrestrained however, as USCCHRIS pointed out, you can just take off the blindfold at that point.  While we have no official ruling on texting 911 in these situations, it seems like it could be done in roleplay so I would use your best judgement.  So long as officers weren't acting on other location information while you were blindfolded, if you got the chance to send a 911 asking for help, that seems reasonable.

Is having a primary rifle (MK-1) and an RPG-7 Launcher considered Weapons Trafficking I have been told that it is and it isn't and I kind of want a straight forward answer because its bothering me.

The RPG-7 does count as an illegal primary weapon and therefore would count toward the Weapons Trafficking charge.  So in this case you would add one charge of Possession of Illegal Firearm AND one charge of Weapons Trafficking.

Basic questions, but they often bring some confusion to the APD, depending on who answers.

    1. Do we need to mark drug dealers and/or skip-tracers, for example?
    2. One needs a weapon to get charged for "Aiding escape from custody". Does that give me a reason to seize the weapon (I didn't believe so, until someone said I could)?
    3. Shit! I forgot about this last one.

    1. You "should" but most people don't.  (I personally mark chop shop while other cops don't, for example.)  We mark illegal areas to ensure that cops simply don't camp the area, making it unfair for the civilians.  If officers are camping an illegal area, then they will be punished for camping the area and not necessarily punished for not marking the area.  Essentially this boils down to don't make us enforce this rule more strictly.  If you're driving past skiptracer on the way to somewhere else, then you can skip marking it.  But if camping these areas becomes a problem we will have to enforce it.

    2.  Though you would need a gun to escort somebody and get the aiding escape charge, I think this could go either way.  It's a grey area and it depends on a lot of factors.  You could roleplay and argue for (or against) seizing the weapon.  Therefore I don't want to deliver any verdict on this one.  If you're going to seize somebody's gun due to aiding escape, you should convey your RP reason for seizing it then defend your reasoning.

I don't want officers to say "Well LT Olivia told me I have to seize your gun always so I'm going to seize it, end of story." because that shuts down potential roleplay and prevents you (the officer) from independent thinking and reasoning.  We're not going to use the guidebook to describe in detail how you should act in every possible situation you will encounter, so you have to learn to swim on your own sometime.  : )

if a civilian has nothing illegal in their vehicle and they aren't inside an illegal area is the officer REQUIRED to impound the vehicle especially if the civilian has requested for it to not be impounded? is the civilian entitled to compensation if the officer impounded the vehicle despite the civilian's request?

    Asking for a friend.

Officers should only impound vehicles if they are taking a restrained suspect back to HQ (and don't want to leave the car to be stolen), if the civilian doesn't have a Driver's License (or some other RP reason like they're too intoxicated to drive etc.), if the civilian requests that it be impounded, or if the vehicle is abandoned.  In all those cases officers can impound, and in all cases except for the last, the officers should also give the civilian a ride.  That just seems like common sense.  Officers of the law should not intentionally strand a civilian or randomly impound vehicles whenever they feel like it, especially if the civilian requests that they don't (could be reported for violation of civilian rights.)

If the officer did it accidentally, no, you are not entitled to compensation but you are entitled to a ride out of there from the officer if you would be otherwise stranded.  Sometimes cops can go into "auto-pilot mode" and accidentally impound a vehicle out of habit.  Hopefully they'll realize their mistake and try to fix it but officers are never required to give compensation.  It's sort of like if you RDM on civ.  You aren't required to comp your victim but it may reduce your chance of getting reported.  ; )

Please try to keep posts in this thread on topic, it makes it more difficult for officers to find useful information here.  @Cobra
