    NOT SET IN STONE. JUST DISCUSSED.
    -time requirement per house/month
    -go down to 4 houses
    -remove/lesser money/make harder passive money (cartels/separate processing stations)
    -CPT demotion regulations written in wiki (only 1 demotion)
    -explosives price/damage ratio
    -SRT policies implemented to DOM
    -Dom payout/points slight buff and potentially less days played
    -Gang fort (Increase group size to X/Make it so you can own turfs and the gang fort?/Increase no spawn radius to flag to 3.0km)
    -Die in house (cannot spawn there for X mins)
    -SGT drill door of player house (90 seconds with animation)
    -prestige > cop blood money? something to keep the grind (steep exchange rate)
    -Kavala drug dealer inside little house

    This isnt really necessary to implement as we have logs to help track down any admins abusing their powers. If you ever feel an admin abused their power, make sure to make a report and provide video evidence if you can. Also try and reach out to either Rogue or Booniehat regarding the situation. Trust me they cant hide their abuse

    I mean if you think about it, the economy is so inflated and rebels can afford 7.62 24/7. Back in the day when the cop loadouts were “imagined” you were considered a rich mother fucker if you could afford 7.62 all the time so it was balanced.
     
    Maybe it’s time for a change and we can push carrier lites a rank down as well to offset this. You don’t think if the crime rate goes up in a country the police equipment doesn’t either?

    EFFECTIVE IMMEDIATELY
    Captains (Active or Retired) additional guidebook abilities:
    Pass out weapons/equipment (excluding bipods and msxws) to any online player regardless of rank or faction
    If the individual is an APD Officer, he/she must drop and seize the item(s) when the Captain leaves the server
    Allow a civilian to keep contraband
    Perform Cartel/Rebel Raids
    All officers participating must execute the raid at the same time, including the Captain
    Only 1 life per raid (unless revived) per officer
    Raids may only be conducted every 30 minutes per individual location by the Captain
    Captains may test new policies prior to implementation
    The policy must have been presented to the Senior Admins for review and approval prior to testing in-game.
    Retired Captains are no longer allowed to post on applications
     
    To improve understanding and transparency within the community, these abilities are now written down and will be added to the guidebook. That being said, Captains MUST behave reasonably as they are the head of the APD. If you feel you have been wronged, in any form in or out of game, by an APD Captain, please submit a Captain Report via Internal Affairs. The Captain reports, active or retired, will now be handled directly by the Senior Admins.

    Honest answer is that it just gets out of control very quickly, 

    Spent hours dealing with the old quest system because none of the buffs were well thought out in how they interact with existing buffs/Perks. It was full of landmines that would randomly go off in the middle of the night.

    Example
    Random guy has crafting quest + Panagia. All of a sudden in the middle of the night he and his one friend are Taru + Hemmtt boxing items to black market making 10mil an hour because they can buy all the items needed for a hellcat for less than it sells at Black market. 
    I deal with that and the very next day he and his friend are employing the exact same tactic but making 5mil/hr as he is now using a 20% chop shop quest to chop the vehicle instead of sell at BM
    Adding random modifiers quickly gets out of control and has to be added in a thought out way. 

    Add 10% increase to selling here and a 5% discount to buying there. Now you have someone who can buy meth for less than it sells and they stand at drug dealer buying and reselling for infinite money. (Bonus points if you do it while a loot crate bust is active)


    We have something like 300 virtual items in the game all with a unique Sell/Buy/Seize value that has to interact with three different factions, hundreds of Quests, hundreds of talents/Prestige/Honor perks. Add in clothing/Vehicles/Chopshop/Crafting and you start to get an idea of how much time is spent just making a stupid google spreadsheet before you have even begun to make the actual perk system.

    The obvious answer is you just start adding code that basically says "No matter the discount x item cannot be bought for less than y amount" which exists already on asylum. But to know X & Y you are literally still being forced to spreadsheet or make a good guess and hoping it works out down the road. I personally don't like putting these artificial invisible limits on things as it probably feels really bad as a player if they set out to complete two quests + gang fortress + Talents + honor talents thinking they will get instant lockpicking only to find out Patato thought of that and said no. (Its also not how i want to dev a sandbox game so you can actually do what i just said above and its very effective) so i dont really want to go adding another way of getting +10 lockpicking.

    Say i add a whole tree of blood money perks but its all useless garbage like +1 repair kit then i just get flamed for adding something useless and it feels like a waste of my time. Imo its a better use of Dev time to explore one time use buffed items that you can unlock as a rebel IE spend x amount of blood money and you get a 20 weight Defib that is 90% faster at reviving but is consumed on use. (This will even have problems as im sure the AFD will be in my DM's malding that the civilians can do their job better than them.) This is all to say im not against doing these kind of tree's but its actually alot more brain power and time than just adding 10% here and 5% there.

    Other Devs are free to disagree with this but 90% of the time its @Mayhemor myself dealing with the fallout of some ill-thought out buff that will just get the perk you grinded for nerfed into the ground
