Warrant is the least used slot for corp+, no one goes out of their way (normally) to get that slot, I feel that when you turn in your warrant you should get a little more bonus prestige for hunting them down.

Understand that now, but they could let people know that. Then they could concentrate on something else instead of standing by on TS waiting and waiting and not knowing it is a waste of their time,  it is not that hard and is respectful to let  those who are waiting know. 
I would think that recruits would be a priority, and who knows how many have given up on the wait like I did.

Not true ! i personally do my best to respond to any call. sometimes there is a lot going on so keep that in mind. If you're 3km away from a medic be patient and continue requesting we want your money lol if we aren't busy we're on our way.

Offroads are the fastest vehicles we have, dont forget they'll go through anything too, where suv's break and tempests and vans have a slow ass top speed, the offroad just keeps on goin, and is capable of 200+ km/h

Also sure there is the M900 helicopter we can use, but going from city center to the hospital to get it usually takes more time then the player we're responding to wants to wait before respawning, which is why they aren't used so much.
And to add to this I also try to repsond to anything I can, I've got some guy up who was 6km from kavala where I was, using the offroad! Using any other vehicle I'd have been too late for him.

Yes but thats you, you have to think a lot of medics have to use offroads which take a while

Listen, as much as I hate Kitui, if his ban isn't severe then id say maybe a temp ban for a month. Don't get me wrong, hes toxic and has tried getting me blacklisted and permed but he is just trying to play the game like the rest of us.

Federal Reserve
Any civilian or vehicle seen inside the federal reserve can be searched.  Demo charges will now fall under possession of explosives.  If the APD gains control over a vehicle involved in the robbery for three minutes the vehicle may be searched and seized. Control is defined as no rebel fighters in the immediate area of the vehicle. At 5 minutes to restart officers may search and seize vehicles involved once control of the vehicle is gained.
