This could and likely would largely alter how easy it is for the police to stop prison breaks. With even a handful of competent cops the prison is probably one of the easiest things to stop. If the cops properly use a van it's almost a fail safe strategy to win. Using the van directly ties into being inside the actual prison compound. If they were to get inside the compound with a van and then TP to a relatively safe location from the inside back to the outside, you have just made it that much easier for cops to assault the prison. While I realize this could be a nice QOL change for some, it would compromise the balance of the prison. Balance is often more important then QOL.
If you make the choice as a cop to enter the prison compound, then fight your way out or fight until you die.

I think the easiest is the fed, but you obviously need more people so it's sort of a bad comparison.
