Players within turf range will not be counted towards total players within turf (and therefor will not show as a +1 on players in turf for the gang that owns it) if they are in a vehicle.
Noticed this tonight and had several members of our gang enter a vehicle and watched the number shown on map decrease for each one (to test it once we realized what was going on), as well as not show APD faction players as +1's for turf population until they exited their vehicle(s).

Let me break it down for you.  95% of cops play cop for the payday.  I can't tell you how many times i've heard the statement, "Well, i gotta make money, i'm gonna go play cop".
When you interact with a cop thats been around for a while, your story is gonna have to be original.  They've heard every excuse like "Self Defense", and "I was kidnapped and they made me to it".  Think of something creative for your explanation of your charges.  
The end result of ANY cop interaction is based on YOU.  If YOU stay calm, and YOU have even a decent explanation, that should reflect in how you're treated by the officer.  If you feel like you do a good job at explaining your charges and it doesn't reflect in your ticket, you ALWAYS have the option to record your interaction and submit an IA.  Shitty robocops are an embarassment to the APD and the Asylum Community, the only way to deal with them is evidence, not hearsay.

Cartels shouldn't have to generate extra money over the processing cuts taken.  If you own a cartel, you have the advantage of no cut while processing, take advantage of that when you can.  Honestly, the 2 best cartels to own are Wongs and Oil.  They probably bring in the most money.  Arms & Drug are more "for the fight" cartels.
As for the stats, i'd like to see a cartel section on the stats page that shows what each cartel generated per day and lengths of ownership.  i think that'd be interesting.  What they don't need is individual stats like "time in cap" just so those Boomer gang leaders can figure out gang paychecks...
