I tried this for 30 minutes while on cop, as it stands it puts the APD super behind.
-Cops across the board should start at a certain level of talent points to at least combat event spam (without easy access to higher caliber rounds or armor we get rolled worst then usual)
-Do a slow roll out for federal events ie. First day or two federal events are disabled, then the following days slowly reduce the time between events from an hour down to normal 15 minutes, this gives cops the chance to gain a few more talent points by patrolling illegal areas and cities.

This is a simple suggestion that would change the way officers are compensated when civilians pay tickets below a set threshold. Ever since the APD has been compensated for their efforts arresting and processing civilians, there has been various changes attempting to improve the roleplay and interaction between both factions. One such example of this was the parole system, while in principle it seemed like a good idea the parole system was heavily abused and provided both more lenient officers and "Robocop's" with a quick and easy way to deal with a civilians while taking advantage of a full payout. 
The change I propose would aim to do two things. First of all it would add more incentive for cops who are more "Money hungry" to issue tickets of a lower amount to civilians when they put good effort into roleplay and explaining their charges. On the other side it would reward police officers who are already more lenient and fair with their ticketing with additional monetary compensation.
The suggested change is simple. If an officer pardons or issues a ticket below 50% of the suspects bounty then the officers would receive a minimum compensation of 50% of said bounty.
For an example if a civilian has $100,000 worth of charges and an officer roleplays with them for 7 minutes and issues a ticket for $20,000 which the civilian then pays the officers would receive $50,000 (50%) of compensation instead of the current system which would be $20,000 (the ticket amount).
Compensation for tickets at or above 50% and suspects who are sent to jail would remain unchanged.
 
I feel like this change would be a great reward system that would improve the experience not only for the police but also for the civilians who would benefit from less interactions with the police where they feel that they are being treated unfairly or simple being ignored by certain police officers.

You guys realize nothing has changed in 6 years this server has been around.  Bans are still done the same way they were years ago.  You guys get fucking KIDDIE glove bans compared to other servers or Asylum back in Paratus days.  EVEN THEN - if you approached the situation as an adult, most likely the admin(s) would unban you.  Ask some of the long time retards still running around - we've had people in high double digit bans over the span of 6 years.
You think severity of the offense is a good argument? 
That's like saying "Oh good he only stabbed me, but, didn't kill me", or, "I slowed down for the red light at least before I ran it, I could have just kept going". 
You still broke the law.  
 
As far as the server "dieing" (dying btw), its the number 1 life server in the world still.  It rivals KoTH which any retard with half a brain can go play- try fucking around on that server, they dont give a shit if you were trolling or actively trying to interfere with their players, you're fucking gone.  At this point Asylum has been around longer than some MMO's and FPS lobbies.  I can't even take a post serious that starts with this shit lol.
 
The fact that people still play Arma 3 is nothing short of a miracle in itself.  Arma 3 has been on life support since 2017.  The community is what makes a server, and if you threaten that lively hood, you're gone.  It's really that simple.

Possession of Fried Oysters if suspect has fried oysters
If a civilian has both fried oysters and cooked/fresh oysters only charge the suspect with Possession of Fried Oysters.
CIVILIAN STRIDER:
Civilians may now purchase and use striders.
They are an illegal vehicle and shall be seized.
The driver shall be charged with Driving an Illegal Vehicle.
SHIPPING ROBBERY:
If the Shipping Robbery Vehicle has been spawned in for 3 minutes without rebels leaving the designated chop shop red zone any APD Officer may enter the driver seat of the vehicle and attempt to drive it to a safe location where a 1 minute all clear must be observed prior to seizing.
