The time we had Asylumleaks full with obnoxious staff and other reports/suspicions ect?
Captains that did outrageous shit and started wars with the big gangs on the server locking down HQ's for entire days ect?

That doesn't solve your problem, if there is a gang in kavala who are groupped with a friend who is not in the gang. He can still kill you.
We already have the system in place that whenever someone shoots you, all members of that person's group will have red names for your group. This is probably the best system you will get for this problem.

I wouldn't be against other ranks in the APD being able to unlock doors to break kidnapped people out and maybe revisiting the policy around it. However it's not something you can trust constables, or maybe even corporals with. There too many of them, giving a high chance of it being abused.
I don't see a reason why SGT's should not be allowed to do this. That will double your chances of having a cop online with the ability to open up doors from locked houses.
To prevent being kidnapped yourself, i suggest not going to Kavala when it's active with civs and you're alone or with a small group of other cops. Or when you do go there, have someone take a hidden position who can cover you in case you get downed by a bounty hunter. Other than Kavala i rarely see cops getting kidnapped.

If you have 300 ping, that means that anything you do has 0.3 seconds delay. I'm not great at physics but you're flying 260km/h ingame, flying right in front of someone with that delay probably means you're touching the front of their orca on their screen. Their computer registers it as being hit by you and they blow up.
