Is it exploiting?

When police drop down the ladder while having another officer below them, so they teleport to the top of the bank, is that exploiting? I see this all the time, even when Sergeants, and Lieutenants are present, so I'm not sure.

Really fun for the gangs and any admin with even a slight bias in any sense would be instantly gone...man would it be nice.(would be like 90% of current admins Lol)

Since you would be prioritizing gangs over the broader player base, wouldn't that constitute bias? Krypton Bias Removal Perm (Krypton).

I have evidence of 4+ cops doing it if you want to see some videos from my view on top, not like the video above. It happens almost every bank I do
