The main issue seems to be at fed. Instead of dying twice and leaving, how about try and get rebels on the way out? Fed is not easy, but you guys make the gates parking lots and wonder why winning events is hard.
I don't believe I said anything about the Fed being imbalanced, just that it was annoying having to cycle between events for the entire restart. If anything, I think it's in a better spot than it has been in a long time with the newest policy. Rebels win more than cops, but we have our moments. How about you actually read the stuff in the thread before lashing out at everyone else.

Policy is fine. The only issue is the quick succession of each one; as soon as we are done fighting the bank, prison pops, which leads to very little time in cities and actually interacting with civs.

If he didn't get banned, then he didn't break server rules, or at least not to a ban worthy point. I can't speak to the admin side of things, I'm sure they consider many things when banning someone, none of which are your business. Your job is to file a report, and if it's valid you get that sweet "Action taken." In this case, your problem is with the server staff, not APD.
As for your argument that you should get points even if you don't get banned, I have no idea what your thought process is here. APD higher ups are not admins, they aren't required to know the intricacies of RDM/VDM/Exploiting. They specialize in the cop rules, and admins specialize in the server rules. If someone is deemed to have not broken the rules by those whose job it is to ban rule breakers, why would they get points?

Guess what? even with how damming the evidence was he didn't get in shit. Instead he was given a warning with no points or ban ? while he already has points on constable, he's been in trouble for the exact same situation. It's just crazy. There should be 0 Tolerance for any APD member breaking rules while on civ. 0.

I grasp it just fine. You had a bad encounter with a cop who was playing civ. You then go on to say that you reported him, and was neither banned nor given points. If an admin decided that your guy didn't break any rules, there is no reason he should get any disciplinary action.

APD staff does not ban people, and they do not give points for broken server rules without a ban from an admin. If someone is breaking the rules, file a server report, and the points will follow.

I mean, you could use that argument for literally anything. Why not MKs? Hunters? Why not give cops sui vests to take down construction? It's not holding onto it for an ego, it's that it's not good for the server to be flooded by these things.
