I 100% agree Athira is too small. But in a sense its kind of good as it forced players to spread out and seek out citys like Pyrgos/Sofia. New players don't fly helicopters. So a drive from Athira to Pyrgos in a potato hatch is much more likely than a Kavala to Athira in a potato hatch.Can content be slightly retooled/repositioned to make it more easily accessible for new players in Kavala? It is anecdotal because I can only go off of what I see but in my experience I tend to see new players engaging with content/systems more often in Kavala than in Athira (Turtles, Miners, Weed, etc). I agree that the lack of interaction from rebel content/APD could definitely be a root cause of people not becoming more attached to the server, maybe a federal event can be moved to the city as a trial run? Can the APD implement some policies to make police interactions in the southwest of the map more common?

At this point money making should be amped up. Any oldhead retard has enough money to play until the end of time and having an 'unbalanced economy' isn't even real (it's a skill issue)

More than anything the server needs constant development and new content to stay afloat. It's obviously easier said than done and previous dev teams hid behind a 'lack of ideas' or community ideas to build upon, but it is the most core necessity other than revisiting core leadership. If you need to finally pay someone to do it or have the creativity to have ideas then do it, as mentioned above a cash incentive to work on and keep the server alive should be more than enough to bring someone here to work on it. Is it not a 'long term investment' to keep the community going? Frankly if ownership doesn't see the future for the community 1-2 years ahead or how to get there then there needs to be an immediate change at the helm. The fact that after all of this the owner of the server itself hasn't stepped in to make a comment is insane.

I think it would be entertaining if a governor going above a certain threshold of taxes would make him, or potentially his entire group/gang, red tagged for the server. Would hopefully dissuade people from running on a 0% tax platform and then jacking them to 15%.

All pretty cool stuff. Only thing that may be a problem is cops can see directly into Heroin Field from the roof of the new Highway Patrol. It's also only 1km away, it may be worth considering moving the location of Heroin or putting some type of structure in the way to obstruct the view from HQ.

The passive mode for new players is great, would say it would be fine for it to be even longer seeing as it will temp disable when they have a bounty. No more than max 10 hours though, maybe 5 depending on how this trial goes?

It depends on who you get to deal with it I suppose and who is reporting it. It's happened that people in Kavala were told to not interact with eachother since it was a never ending drama, though I am pretty sure things like blowing up or burning houses and killing were still allowed. I think gameplay 'harassment' is mostly limited to unnecessarily kidnapping the same person over and over again. If a newer player had this issue there's a chance an admin would intervene, but I'd assume that you're on your own since you do have the time and money to defend your house if you wanted to do so. Just might not be entertaining to sit in Athira square all day for it
