Okay so saltyness from either side removed, what is the possibility of this going in? What's the logic for being for it/against it? 

It's probably a matter of whether it's possible in Arma, but I think its a cool suggestion.

The APD constantly spams Trackers onto any vehicle Box Truck+.
It would be nice to see some policy in place restricting its use instead of watching a constable stop some poor noobs vehicle to add a tracker and fuck them over later. 
Its also genuinely annoying to pull out a large vehicle just to have cop put a tracker on your vehicle instantly so you have to store it and pull it back out paying the garage fee. 

Some Solutions
Trackers can only be applied to vehicles in which the owner would be subject to probable cause.  Leave it the way it is. But if an officer later busts someone due to the use of a tracker they MUST be informed that a tracker was used to catch them. (This would help the poor noobs that get busted time and time again by one tracker placed early in the restart)  
please dont make me code stupid shit like trackers running out of batterys or making some metal detector that players can drive thru to remove the tracker. ok thanks
