    They are hardly pulled and when they are pulled most of the people that pull them do nothing with them because they are scared to lose money. I doubt the APD having ifrits really have any effect on how federal events are lost by civs.

    There's hardly enough cops online as it is due to federal event spam and you're suggesting to remove something that actually allows the APD a better chance to fight rebels. Rebels aren't supposed to win every fight and there's hardly ever anyone with the rank to pull ifrits.
