  1. Effective Immediately

    Barley

Any civilian who possesses barley should be charged with possession of illegal liquor.
Ideally this charge should be role played as "possession of barley," although this is not required.

Note: a civilian picking a barley/berry bush does not grant probable cause for the time being.

    Probable Cause Addition

A civilian who enters a police headquarters now grants probable cause.
The civilian must enter a police headquarters themselves, and not by other means.

    Other means includes:

    • Being brought into headquarters in bounty hunter restraints with no prior probable cause
    • Being brought into headquarters in police handcuffs with no prior probable cause
    • Being brought into headquarters in the passenger seat of a vehicle (tell the civilian to leave headquarters and if they do not leave then you gain probable cause).

  2. Illegal Areas (two life rule)  **UPDATE**

When entering any illegal area, officers now have a two life rule.
Officers may only patrol illegal areas once every 20 minutes if no suspicious activity is observed that requires their attention.
Officers are allowed to return to illegal areas before the 20 minute timer is up under the following circumstances:

    • If a 911 text is sent within the illegal area.
    • If a fugitive pings from inside of the illegal area.
    • If a vehicle with a tracker enters the illegal area.
    • If nearby traffic enters the illegal area.
    • Active visual pursuit into the illegal area.
    • If an officer needs to update a warrant or APB.

If an officer dies within an illegal area, they may return one more time per engagement.

The two life rule does not apply when there are 5 or less officers online.

  3. Effective Immediately

    Gear Check Removal

With the removal of the gear check for APD officers, comes the ability for officers to equip all gear.
Any officer found equipping gear suited for a rank above their own will be liable for up to 6 points (removal from the APD).

    • Lieutenants+ may hand out Carrier Lite vests to officers during bank, federal reserve, and evidence lockup robberies, or prison breaks.
    • Carrier Lite vests given to lower ranking officers may only be used during these engagements.

Responding to Federal Reserve, Bank of Altis, and Prison of Altis

With the increase of recent rebel activity, officers are only required to respond to the Federal Reserve, Bank of Altis, and Prison of Altis two times before they are allowed to redeploy and continue patrolling elsewhere on Altis.
Any officers found to be abusing their two lives by wasting their lives (not valuing their life) may be liable for disciplinary action.

    Safety Vests

Blue and yellow safety vests have been added for all officers at the rank of Constable+. Safety vests may be freely used by all officers as part of their uniform.

    Response Priority

    1. Federal Reserve
    2. Bank of Altis
    3. Prison Break
    4. Evidence Lockup Robbery

This is likely to change, but for now this is the response priority.

    Temporary Policy Update

    Adrenaline Shot Bug

With the current bug of suspects being able to get up from being downed earlier than intended, lethal ammunition is currently authorized during any of the following:

    1. Active Federal Reserve Robbery
    2. Active Bank of Altis Robbery
    3. Active Prison Break
    4. Active Evidence Lockup Robbery
    5. Any fire fights directly resulting from any of the above, if not currently active.

Not sure if this is the place to ask, but here it is anyway.

Regarding the new ability to remove individual charges, Would it be allowed to remove the charges that are reasonably explained to help keep track of what the ticket price could end up being? I just feel I'd have an easier time remembering how much I'm taking off already if the explanation is good enough.

As of now, I have not heard an official word form any of the Captains. I believe it is more to be used in cases where you have improperly or accidentally charged someone. I would avoid using it to figure out someone's bounty simply because you don't want to put yourself in a situation where it is misconstrued. On a side but related note, using this system to reduce a known associate or gang members bounty would fall under corruption.

@bbgreg17 You are correct. This is for when you add charges by mistake.

Some details are still being hashed out, but the whole process will be finalized by February 22nd, with the process being implemented by March 1st.

Do not open applications for Corporal or Sergeant for the month of April, as the switch over will happen on March 1st for the month of April's promotions.

If there are any questions or concerns, please post them below in this thread so everyone can see them.

    Thank you,

    The Captains

I thought I would send out a note about this process. We are planning to release all the new voting sheets (CPL & SGT) by 3/2 - 3/3. I do have everyone's email address so, I can add you to the documents over the weekend. Again, do not open Corporal or Sergeant applications before we send these documents out. If you have any questions, please continue to add them here.

    Thanks,

    The Captains

A question about the new donor policy

Once I was flying around in an orca with an UC corporal looking for the APB, and when we went to land to track again he slammed his orca into the ground and the fuel went red and leaked out before we could repair. (We tracked the APB and he wasn't in/near donor anymore.) If we are stranded like this after APB tracking and we are within walking distance to donor to go to garage and pull a new heli, are we able to do so? Would this count as part of APB tracking if that was our reasoning to be in the area?

    (Walking distance = <1.5km)

    Respawning

All officers are allowed to soft log (leaving to the server lobby and rejoining) whenever they are allowed to respawn.

    Officers are allowed to respawn:

    1. To respond to a bank robbery, prison break or federal reserve robbery.
    2. To return to their assigned city after assisting in a bank robbery, prison break or federal reserve robbery.
    3. To return to their assigned city after assisting in a backup call. (You are not allowed to respawn to respond to a backup call from other officers. You must drive or fly there but may respawn back afterwards.)
    4. When needed if there are 5 or less officers online.
    5. In extreme cases where you are stranded. (Do not abuse this by intentionally destroying your vehicle. Play fair.)
    6. To redeploy after being given placement orders by a higher up (such as after a briefing.)
    7. If they are a Cadet and do not have a Constable or higher nearby to patrol with.

When was this changed? I thought 1km was only recommended.

@massi The policy that you are showing here has been valid for over 1.5 years (since I joined the APD). Everyone below the rank of SGT must stay 1 km from the edge of any illegal zone. Remember, if you are at the correct distance away and are looking into an illegal zone you do need to mark it.

    • The Bank of Altis has decided to relocate itself to the peninsula location, but has (for now) decided not to move back to the gold standard.
    • Cocaine and heroin can now be gathered by scroll wheel.  Cocaine is still able to be gathered in the pit as well.
    • The prices of cocaine and heroin have both been increased by 10%.
    • The secondary meth lab location has been moved (back) to Koroni.
    • Fees for placing items on the Asylum Exchange have been temporarily removed.
    • Suicide vests may now be activated by user action 15.
    • Purchasing houses has been disabled on server 2.
    • Protest signs have been removed.
    • Eating a red burger will now have the proper effect.
    • Fixed a bug related to LTs being unable to unlock gang houses.
    • The primary weapon check in the weapon shop should work better.
    • Anyone who has helmets they should not have should go ahead and delete those from their storage (sooner rather than later).  Keeping those helmets may prevent your storage from spawning properly in the near future.
    • Normalized some housing prices.
    • Certain weapons have had their prices lowered.
    • Fixed a bug that could cause a player being revived to respawn in the hospital
    • The Government of Altis is now paying up to $175k for arrests made by officers and citizens.
    • Increased the arrest cap by $25k.

A lot of good stuff.. Keep up the good work!
